Alcoa expansion: construction dollars, new jobs and higher air pollution emissions

The heralded expansion of Alcoa's Davenport Works will add $300 million in new construction, an estimated 150 new jobs, and a significant increase in the facility's emission of volatile organic compounds (VOC's).

The increased emission of VOC's -- which lead to the formation of ground-level ozone -- is high enough to require the company to obtain a modification in its Prevention of Significant Deterioration (PSD) permit. The plant's air quality construction permit is under review by the Iowa Department of Natural Resources (IDNR), which will hold a public meeting on the issue at 6:30 p.m., Tuesday (1/17) at the Bettendorf Public Library.

The aluminum manufacturing facility at 4879 State Street currently emits an estimated 240 tons of VOC's each year, and that would be increased by an additional 247 tons with the planned expansion announced last September.

Muscatine citizens group wants IDNR head recused on GPC issues

A Muscatine citizens group has asked Gov. Terry Branstad to recuse Iowa Department of Natural Resources (IDNR) Director Roger Lande from handling any issues related to Grain Processing Corporation (GPC).

The group, Clean Air Muscatine (CLAM), believes Lande has a conflict of interest because he was a partner in a Muscatine law firm which represented GPC prior to being named IDNR director in 2010.

Muscatine's biggest air polluter promises plant upgrades

Facing hefty fines from the State of Iowa, Muscatine's biggest air polluter promised Tuesday (5/24) to spend $100 million over the next five years to lower emissions of sulfur dioxide (SO2) and fine particulate matter of less than 2.5 microns (PM 2.5).

Grain Processing Corporation officials said the company will build a new $75-million corn dryer and make $20 million in upgrades to its boilers to lower air pollution from the plant. Another $5 million is to be spent on controlling greenhouse gas emissions.

Muscatine, Quad Cities area noted for high fine particulate pollution

Muscatine County ranked 24th in the nation for areas most polluted by short-term fine particulate pollution, according to the 2011 "State of the Air Report" by the American Lung Association (ALA).

Muscatine was the only county in Iowa in the top 25, but both Scott and Clinton counties received "F" grades for short-term fine particulate pollution.

Iowa DNR seeks legislature's support to address fine particulate pollution

The Iowa Department of Natural Resources (IDNR) is asking for nine new employees and seeking a ban on open burning of residential waste in all municipalities to begin addressing high levels of fine particulate pollution.

The open burning ban and funding request to staff educational programs and enhanced monitoring of PM 2.5 (particulate matter less than 2.5 micrometers in diameter) emissions are part of a comprehensive reported submitted to the governor and legislature January 3.
