USDA takes Iowa dog breeder to court, alleging repeated, blocked inspections

The federal government is taking an Iowa dog breeder to court, seeking a court order that will allow inspectors onto the property for the first time since 2024.

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service is suing Wuanita Swedlund of Farmington for allegedly barring federal officials from conducting unannounced inspections of her dog-breeding operations.

According to the USDA’s lawsuit, licensed breeders are required, during business hours, to allow inspectors to enter their place of business to inspect and photograph the property, the animals and business records. The lawsuit alleges Swedlund has failed to provide the USDA’s APHIS inspectors with access to her facility the last five times they have visited the Farmington operation, all of which fell between November 2025 and May 2026.

Iowa House passes bill to strengthen dog breeder inspections and water use permit regulations

The Iowa House advanced legislation Thursday that would provide greater oversight of pet breeders in the state, expand dog ownership documentation and specify how the state can issue water use permits. 

House File 2674 updates state law pertaining to commercial animal breeders, commercial kennels, pet shops and related businesses in Iowa to increase state oversight of these operations. 

Judge: USDA inspectors must report violations uncovered at dog-breeding operations

A federal judge has ruled federal animal-welfare inspectors can no longer conduct “courtesy visits” at dog-breeding operations while allowing violations to go unreported.

The ruling could have major implications for animal-welfare inspections in Iowa, which is home to roughly 265 federally licensed dog breeders and dealers — more than any other state except Missouri, Ohio and Indiana.

The ruling was handed down recently as part of a federal lawsuit filed four years ago in the District of Columbia by the American Society for the Prevention of Cruelty to Animals against the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, or APHIS.

Seizure of 131 dogs from Riverside puppy mill prompts Coralville legislator to call for action

Last week’s seizure of 131 dogs at a rural Iowa breeding operation has prompted one state lawmaker to call for changes in the way the state oversees puppy mills, dog breeders and brokers.

Rep. Dave Jacoby, D-Coralville, wrote to Gov. Kim Reynolds this week asking for her cooperation in holding unscrupulous breeders accountable.

In his letter, Jacoby wrote, “It’s time for us to work together to fix this problem. I look forward to a strong and immediate bipartisan effort to end this wrong. It is as simple as inspection and enforcement. We need to stop unscrupulous puppy mill owners by strengthening the laws that govern commercial breeders, increase inspections, and penalize those who violate the law.”

Jacoby’s letter to the governor comes one week after the Iowa Department of Agriculture and Land Stewardship inspected Sunset Valley Farm, a commercial dog-breeding operation in the town of Riverside.
