Succession plan for Bettendorf city administrator position doesn't include timeline for transition

The Bettendorf City Council last month approved a succession plan for its city administrator without knowing when the transition would occur.

The week before Christmas, Bettendorf City Council members gathered in groups of three to avoid having to make public their meeting with City Administrator Decker Ploehn and Human Resource Director Kathleen Richlen. The purpose was to discuss a succession plan developed by Ploehn.

Ploehn, 70, had told the council over several years that he planned to retire once the new Interstate 74 Bridge was complete. The bridge opened last fall after a 10-year effort of planning, funding and construction.

But prior to completion of the bridge, Ploehn changed his mind. He now says his retirement might be "in six months or in two years."

Emails reveal Y officials asked if Bettendorf had fitness center appraised; city says it didn't seek an independent appraisal to avoid the expense

One of the first questions YMCA of the Mississippi Valley officials asked about a possible deal to buy the Bettendorf Life Fitness Center was if the city had done a real estate appraisal to determine the market value of the 72,000-square-foot facility and its 3-acre site along Middle Road.

"No, there has not," was the email response from Bettendorf City Administrator Decker Ploehn.

That exchange occurred in mid-December 2021, according to emails obtained by Bettendorf.com under a Freedom of Information (FOI) request to the city. Over the ensuing nine months, the city has not sought an appraisal to determine the current market value of the facility.

Under state law, an appraisal is not required if the city conducts a public hearing on the sale of public property. That public hearing on the sale of the life fitness center for $1.4 million – the county's assessed value which has changed little over the past four years – is scheduled for the city council's Oct. 4 meeting.

City officials in response to questions about the emails obtained by bettendorf.com said using the county's assessed value saved the city from spending money on an appraisal. But by not having a real estate appraiser estimate the actual market value of property, the city could be giving away far more taxpayer dollars than the cost of an appraisal.

City administrator strikes secret deal with alderman to avoid move to cancel surveillance contract

Bettendorf's city administrator struck a secret deal with an alderman to convince him not to seek reconsideration of contract with an Israeli online surveillance firm.

In emails obtained by bettendorf.com through a Freedom of Information request, Second Ward Alderman Scott Naumann told City Administrator Decker Ploehn Monday, Dec. 16 he planned to ask the council rescind the $18,000 contract with ZenCity at the council's Dec. 17 meeting. The council had approved the agreement Dec. 4 with no discussion.

Bettplex developer Doug Kratz – signing emails "frustrated" and demanding city legal staff rather than his attorneys draft revisions for an amended development agreement – stands to get an additional $1 million subsidy from city taxpayers for his sports complex.

The amended development agreement – scheduled for consideration by the city council Tuesday (March 5) – increases the city's cap to pay for streets, sewers, sidewalks and storm water infrastructure at the sports complex from $3.78 million to $4.65 million.

A projected $1.3-million budget shortfall has Bettendorf city officials scrambling to offer an early retirement incentive to employees and seeking council support for a property tax increase for the coming fiscal year.

City Administrator Decker Ploehn and Mayor Bob Gallagher called a special work session of the city council Monday (1/29) to outline the proposed early retirement program and the need for higher taxes to offset the incentives over the short term.

Bettendorf taxpayers will pay far more for streets, sewers and stormwater detention than the $3.87 million stipulated in the contract with the Bettendorf sports complex developer.

In private 3-on-3 meetings with aldermen July 5, city officials outlined a summary of estimated infrastructure costs for the sports complex showing construction bids received so far are $844,000 above the cap set in the development agreement between the city and developer Douglas Kratz.

Bettendorf sports complex developers to get more than $7 million in upfront grants and loans; no plans to conduct 'due diligence' review of development

Even though Bettendorf will upfront more than $7 million in cash, grants and land acquisition to developers of a $45-million sports complex, city officials say they do not intend to conduct any detailed financial review of the project or project partners.

Asked via email if the city had in the past, or planned in the future, to conduct any due diligence review of the finances of developers involved in the project, City Administrator Decker Ploehn replied with a one-word answer: "No."

In past Tax Increment Financing (TIF) development deals, city officials have been unconcerned with developer finances because city tax rebates wouldn't occur unless the development was completed at the agreed upon investment by the developer.

If the project was not completed, city officials reasoned in the past, there would be no "incremental tax" to then rebate back to the developers.

However, the development package prepared by city officials and scheduled for a public hearing and approval May 2 by the city council, would provide $1.9 million in cash, a $4.9 million upfront grant, plus $600,000 to buy 10-acres from the developers when the building permits for the sport complex are issued this summer.

Emails indicate mayor, city administrator pushed TIF's for downtown apartments for past year

For more than a year, Bettendorf Mayor Bob Gallagher and City Administrator Decker Ploehn have been telling their economic development staff and developers they would support use of city tax incentives for projects involving downtown apartments.

In emails obtained by bettendorf.com through a Freedom of Information request, both Gallagher and Ploehn were focused on redevelopment of eight apartment buildings in the downtown known collectively as the Carling Apartments.
